The Quality Enhancement Cell (QEC) at The Islamia University of Bahawalpur, established in December 2007 as per direction and guidance of the Higher Education Commission of Pakistan (HEC) and its Quality Assurance Agency (QAA), plays a vital role in promoting and sustaining academic quality across the university. As the focal point for quality assurance and enhancement, QEC is committed to strengthening educational standards through Institutional Performance Assessments, Program Reviews, Accreditation support, and Self-Assessments. These efforts align with national quality benchmarks and support the university’s mission of delivering accessible, high-quality education that meets global standards.

QEC also focuses on comprehensive feedback systems to engage all stakeholders in the enhancement process. By fostering a quality-driven academic culture, QEC ensures that IUB’s teaching, learning, and research practices remain relevant, effective, and internationally competitive, while building public trust in the integrity of its academic programs and degrees.

In line with global benchmarks, IUB has adopted the Revamped Quality Assurance Framework (PSG-2023)—a collaborative initiative of QAA UK and QAA Pakistan. This framework, developed with input from over 22 diverse public and private universities, incorporates global best practices and local contextual realities. Under PSG-2023, QEC leads structured initiatives including PREE (Program Review for Effectiveness and Enhancement) and RIPE (Review of Institutional Performance & Enhancement), ensuring data-driven decision-making and continuous institutional growth. The QEC remains committed to building a quality-centric academic culture that supports innovation, excellence, and stakeholder satisfaction.

In alignment with external benchmarks such as HEC guidelines, QECs play a crucial role in shaping and implementing quality assurance processes.

Theprime responsibilities of the Quality Enhancement Cell (QEC) include the following:

  1. Implementation of Internal Quality Assurance (IQA) Systems: Establishing and overseeing internal processes to ensure the continuous assessment and improvement of educational programs, teaching methods, and academic services.
  2. Monitoring and Evaluation of Academic Programs: Conducting regular reviews of curricula and academic programs to ensure they meet both national and international quality standards. Implementing feedback mechanisms involving students, faculty, and stakeholders to assess and improve program effectiveness.
  3. Engagement with External Accreditation and Quality Assurance Agencies: Coordinating with external quality assurance bodies, such as HEC, to ensure compliance with national and international accreditation standards. Preparing self-assessment reports and engaging in external reviews and accreditation processes.
  4. Data Collection and Analysis: Implementing systems for collecting and analyzing data on academic performance, teaching quality, and student satisfaction. Using data-driven insights to inform decision-making and drive continuous improvement across the institution.
  5. The Quality Enhancement Cell for Affiliated Colleges (QECAC), established by HEC, supports affiliated colleges in implementing quality assurance practices. It ensures that these colleges meet academic standards and align with national quality frameworks to improve teaching and learning outcomes.

Higher Education Data Repository 

The Higher Education Commission (HEC) developed an online portal, EduStats, for statistical data collection from universities, with the Quality Enhancement Cell (QEC) responsible for maintaining and updating of data as per requirement. HEC’s statistical data serves as a valuable resource for improving the quality and accessibility of higher education in Pakistan. By systematically collecting data on enrollment, institutional performance, research, faculty, finances, and graduate outcomes, HEC provides the evidence needed for informed decision-making in higher education policy and practice. This data is also crucial for aligning Pakistan's higher education system with global standards, improving academic research, and enhancing the employability of graduates. As Pakistan continues to focus on expanding access to higher education and improving its quality, HEC’s statistical data will remain a fundamental tool for driving progress and accountability in the sector. The Islamia University of Bahawalpur submitted data on HEC portal for PQR and HEC National Ranking, and, submitted data as per HEC affiliation policy.
