One-day awareness seminar titled “Redefining Education: Transition from Rote Learning through Assessment” at IUB

Bahawalpur ( ) – The Inter Boards Coordination Commission (IBCC) organized a one-day awareness seminar on the theme “Redefining Education: Transition from Rote Learning through Assessment” in Bahawalpur. The seminar saw the active participation of educationists, teachers, policymakers, representatives of examination boards, university faculty members, and students from across the country.
The objective of the seminar was to move away from the traditional rote learning system and promote modern, research-based, conceptual, and critical thinking education, along with presenting practical recommendations for improving the assessment system.
Dr. Ghulam Ali Mallah, Executive Director of IBCC, in his address stated that, “Improvement in Pakistan’s education system is only possible if our assessment system is aligned with international standards and modern practices. This requires continuous professional development of teachers and enhancement of their instructional capacities.”
Prof Dr. Shazia Anjum, VC Women University Bahawalpur, emphasized “Conceptual education is the need of the hour. It not only develops students’ intellectual abilities but also prepares them to face real-life challenges. Teachers must be trained not just to deliver content, but to become intellectual mentors.”
Malik Ishtiaq Ahmed Rajwana, Vice Chancellor of Nawaz Sharif University, remarked “The future of Pakistan’s education lies in integrating research, curiosity, and a passion for learning. Curriculum development should strike a balance between local needs and global trends.”
Mr. Zahid Mian, Controller of Examinations, Punjab, stated “Our current examination system traps students in a race for grades, hindering their intellectual growth. The IBCC’s focus on promoting conceptual education is a welcome step toward improving teaching and assessment standards.”
Prof Dr. Naeem Khalid added “The successful teacher of today is one who cultivates questioning minds, enhances critical thinking, and prepares students to face real-world challenges. Technology-integrated pedagogy is the guarantee of future-ready education.”
Chief Guest, Mian Muhammad Kazim Pirzada, Minister for Irrigation, Government of Punjab, said “Now is the time to abandon the outdated rote learning system and move toward conceptual learning. Our focus must shift from memorization to comprehension and skill-building. Ethics and technical skills must go hand in hand in education.”
He praised the IBCC’s efforts toward educational reforms, stating that such initiatives will play a pivotal role in making the education system more modern and effective.
A panel discussion was also held during the seminar, moderated by Professor Dr. Areeba Khan, where distinguished educationists participated, including: Professor Dr. Saeed Ahmed Buzdar, Professor Dr. Jawad Iqbal, Professor Dr. Rubina Bhatti, Professor Dr. Irshad Hussain, Professor Dr. Shazia Naeem, Mr. Aamir Riaz, Mr. Hameed Saeed, Sheikh Muhammad Akram.
The panelists thoroughly discussed the flaws in the current education and assessment system and explored various practical ways for reform. They unanimously emphasized that educational reforms cannot be achieved through curriculum change alone — a collaborative approach involving teachers, parents, policymakers, and students is essential to building a truly effective system.
At the conclusion of the seminar, participants reiterated the importance of collective efforts and coordination among all stakeholders for meaningful and lasting change in Pakistan’s education system.

آئی بی سی سی کے زیر اہتمام تعلیم کی نئی تعریف: تشخیص کے ذریعے روٹ لرننگ سے منتقلی کے موضوع پر ایک روزہ آگاہی سیمینار کا انعقاد
بہاولپور ( ) انٹر بورڈز کوآرڈینیشن کمیشن (IBCC) کے زیرِ اہتمام تعلیم کی نئی تعریف: تشخیص کے ذریعے روٹ لرننگ سے منتقلی کے عنوان سے ایک روزہ آگاہی سیمینار اسلامیہ یونیورسٹی بہاولپور میں منعقد ہوا۔ سیمینار میں ملک بھر سے تعلیمی ماہرین، اساتذہ، پالیسی ساز، امتحانی بورڈز کے نمائندگان اور طلباء و طالبات نے بھرپور شرکت کی۔ سیمینار کا مقصد روایتی رٹہ نظام سے ہٹ کر جدید، تحقیقی، فکری اور تصوری (Conceptual) تعلیم کو فروغ دینا اور اسسمنٹ سسٹم میں بہتری کے لیے عملی تجاویز پیش کرنا تھا۔ ڈاکٹر غلام علی ملاّح، ایگزیکٹو ڈائریکٹر IBCC نے سیمینار سے خطاب کرتے ہوئے کہا کہ پاکستان کے تعلیمی نظام میں بہتری اسی وقت ممکن ہے جب اسسمنٹ کے نظام کو بین الاقوامی معیار کے مطابق جدید خطوط پر استوار کیا جائے۔ اس مقصد کے لیے اساتذہ کی پیشہ ورانہ تربیت اور تدریسی صلاحیتوں میں اضافہ ناگزیر ہے۔ انہوں نے سیمینار کے انعقاد میں خصوصی تعاون پر وائس چانسلر اسلامیہ یونیورسٹی بہاولپور پروفیسر ڈاکٹر محمد کامران اور انکی ٹیم کا شکریہ ادا کیا۔ پروفیسر ڈاکٹر شازیہ انجم وائس چانسلر صادق ویمن یونیورسٹی بہاولپور نے اپنے خطاب میں کہا کہ تصوری تعلیم وقت کی اہم ترین ضرورت ہے۔ اس سے نہ صرف طلبہ کی فکری صلاحیتیں پروان چڑھتی ہیں بلکہ وہ عملی زندگی کے چیلنجز سے نمٹنے کے لیے بہتر طور پر تیار ہوتے ہیں۔ اساتذہ کو محض معلومات فراہم کرنے والا نہیں بلکہ فکری رہنما بننے کی تربیت دینی چاہیے۔ ملک اشتیاق احمد رجوانہ وائس چانسلر نواز شریف یونیورسٹی آف ایگریکلچر ملتان نے شرکاء سے خطاب کرتے ہوئے کہا کہ پاکستان کا تعلیمی مستقبل اسی صورت روشن ہوسکتا ہے جب تعلیم کو تحقیق، سیکھنے کی دلچسپی اور فکری تجسس سے جوڑا جائے۔ نصاب سازی میں مقامی ضروریات اور عالمی رجحانات کا امتزاج ہونا چاہیے۔ زاہد میاں، کنٹرولر امتحانات پنجاب نے کہا کہ موجودہ امتحانی نظام طلبہ کو صرف نمبروں کی دوڑ میں شامل کرتا ہے جو ان کی فکری نشوونما کے لیے نقصان دہ ہے۔ IBCC کی جانب سے Conceptual Education کو فروغ دینا خوش آئند قدم ہے جس سے تدریس اور اسسمنٹ کا معیار بہتر ہوگا۔ ماہر تعلیم پروفیسر ڈاکٹر نعیم خالد نے کہا کہ آج کا کامیاب استاد وہی ہے جو طلبہ میں سوالات پیدا کرے، ان کی سوچ کو نکھارے اور انہیں حقیقی دنیا کے مسائل کا سامنا کرنے کے لیے تیار کرے۔ جدید ٹیکنالوجی سے ہم آہنگ تدریس ہی مستقبل کی تعلیم کی ضمانت ہے۔ مہمانِ خصوصی میاں محمد کاظم پیرزادہ وزیر برائے آبپاشی حکومتِ پنجاب نے اپنے خطاب میں کہا کہ یہی وقت ہے کہ ہم روایتی رٹہ سسٹم کو ترک کر کے تصوری تعلیم (Conceptual Learning) کی طرف پیش قدمی کریں۔ ہمیں اپنے بچوں کو محض علم یاد کروانے کے بجائے انہیں سمجھ بوجھ اور عملی مہارتیں سکھانے پر توجہ دینی ہو گی۔ تعلیم کے ساتھ اخلاقیات اور ہنر دونوں کی تعلیم یکساں طور پر اہم ہیں۔ انہوں نے IBCC کی تعلیمی اصلاحات کے سلسلے میں کی جانے والی کاوشوں کو سراہتے ہوئے کہا کہ یہ اقدامات مستقبل کے تعلیمی نظام کو جدید اور مؤثر بنانے میں کلیدی کردار ادا کریں گے- سیمینار کے دوران ایک پینل ڈسکشن بھی منعقد کی گئی،  جس کی ماڈریٹر پروفیسر ڈاکٹر اریبہ خان تھیں-پینل ڈسکشن میں ممتاز ماہرینِ تعلیم پروفیسر ڈاکٹر سعید احمد بزدار، پروفیسر ڈاکٹر جواد اقبال، پروفیسر ڈاکٹر روبینہ بھٹی، پروفیسر ڈاکٹر ارشاد حسین، پروفیسر ڈاکٹر شازیہ نعیم، عامر ریاض، حامد سعید، شیخ محمد اکرم نے شرکت کی اور اپنے خیالات کا اظہار کیا۔ پینل کے شرکاء نے موجودہ تعلیمی و اسسمنٹ نظام کی خامیوں اور اس میں اصلاحات کے ممکنہ طریقوں پر مفصل گفتگو کی۔ ان کا مشترکہ مؤقف تھا کہ تعلیمی اصلاحات صرف نصاب کی تبدیلی سے ممکن نہیں، بلکہ اساتذہ، والدین، پالیسی سازوں اور طلبہ کے باہمی اشتراک سے ہی ایک مربوط اور مؤثر نظام تشکیل دیا جاسکتا ہے- سیمینار کے اختتام پر شرکاء نے متفقہ طور پر اس بات پر زور دیا کہ تعلیمی اصلاحات صرف نصاب کی تبدیلی سے ممکن نہیں، بلکہ اساتذہ، والدین، پالیسی سازوں اور طلبہ کے باہمی اشتراک سے ایک مربوط نظام ہی حقیقی تبدیلی لاسکتا ہے۔
