Mr. Amjad Hussain
Head of Department of Shari'ah & Law
The Islamia University of Bahawalpur, Pakistan
"True education is not measured merely by the knowledge one imparts, but by the lives one inspires, the institutions one strengthens, and the reforms one leaves behind."
This philosophy aptly captures the academic journey of Mr. Amjad Hussain, an accomplished legal scholar, visionary academic leader, and passionate advocate for quality legal education in Pakistan. With a distinguished career spanning more than three decades, he has earned a reputation as an educator, researcher, administrator, and reformist whose work continues to leave an enduring imprint on legal academia and institutional governance.
Mr. Amjad currently serves as the Head of the Department of Shari'ah & Law at the IUB. Earlier, he also served as the Head of the Department of Law. Throughout his leadership journey, he has remained steadfast in his conviction that institutions flourish when leadership is anchored in integrity, inclusiveness, transparency, and shared purpose. Rather than merely administering policies, he believes in building bridges, empowering people, and leading from the front, creating an environment where faculty members, students, and administrators work collectively towards academic excellence.
A distinguished alumnus of the IUB, Mr. Amjad completed his Bachelor of Laws (LLB) with a Gold Medal and subsequently earned his Master of Laws (LLM) with Distinction, achievements that testify to his academic brilliance and unwavering dedication to legal scholarship. He is presently pursuing his PhD in Law, where his research critically examines Pakistan's legal education system and its impact on the professional competence of law graduates.
Since joining the University as a Lecturer in 1996, and later being promoted to Assistant Professor, Mr. Amjad has taught an extensive range of undergraduate and postgraduate courses, including Administrative Law, Constitutional Law, Human Rights Law, Islamic Jurisprudence, Islamic Personal Law, Law of Contract, Law of Torts, Equity, Trusts and Specific Relief, Skills Development, etc. His teaching philosophy extends far beyond the classroom. He encourages students to question conventional wisdom, analyze legal problems critically, and appreciate the law as a dynamic instrument for achieving justice, social harmony, and good governance
His administrative contributions have been equally significant. He has held numerous key academic positions, including Incharge Examinations, Incharge Student Affairs, Advisor to the Law Debating Society, Quality Enhancement Cell (QEC) Representative, and member of various statutory and university committees. His leadership style reflects his belief that good governance is the backbone of every successful academic institution, where transparency, accountability, consultation, and innovation must go hand in hand.
Among his noteworthy institutional contributions is his role in constituting and serving on the Dispute Resolution Committee established to protect students of affiliated law colleges from exploitation by college managements. Recognizing that legal education must safeguard not only academic standards but also students' rights and welfare, he worked to provide an effective institutional mechanism for addressing grievances and ensuring fairness, accountability, and transparency in the affiliation system. This initiative exemplifies his enduring commitment to placing students at the heart of institutional governance.
Mr. Amjad is widely recognized as one of Pakistan's leading voices on legal education reform. He has authored many research articles, addressing issues ranging from constitutional interpretation and parliamentary sovereignty to human rights, criminal justice, women's rights, transgender rights, forensic science, and educational innovation. His research reflects an interdisciplinary outlook and a firm conviction that the law must evolve in step with society, technology, and the changing needs of justice.
Mr. Amjad advocates an educational model that equips graduates not merely with doctrinal knowledge but also with critical thinking, technological competence, ethical responsibility, practical advocacy skills, and a lifelong commitment to professional learning. In an era of unprecedented technological transformation, he firmly believes that the future belongs to those who are prepared to embrace change without compromising academic integrity.
His academic expertise has earned recognition at the national level. In 2018, he served as a Member of the Special Committee constituted by the Hon'ble Supreme Court of Pakistan on Structural Reforms in Legal Education. His contributions to this landmark initiative helped shape national discourse on improving legal education. During the same process, he successfully advocated for the approval of the Non-Practicing Allowance for permanent law faculty. He also designed the Law Admission Test (LAT) for admission to LLB programme across Pakistan.
He has contributed to curriculum reforms at the national level. He participated in drafting academic regulations and examination rules, and has served as a Law Advisor, Paper Setter, Subject Expert, External Examiner, Curriculum Developer, Research Reviewer, and Selection Committee Member for various universities and public institutions.
A dedicated mentor and supervisor, Mr. Amjad has supervised and examined a substantial number of LLM theses and LLB research projects. Many of his former students now serve as judges, advocates, prosecutors, academicians, civil servants, and legal researchers, a testament to his enduring influence on successive generations of legal professionals.
Beyond his impressive academic credentials lies a leader deeply committed to public service, institutional development, and lifelong learning. Mr. Amjad performs every function with diligence, humility, and an unwavering sense of purpose. His personal philosophy is simple yet profound: every challenge is an opportunity to learn, every institution is a trust to strengthen, and every student is a future ambassador of justice.
Today, Mr. Amjad Hussain stands among a distinguished generation of Pakistani legal academics who have successfully combined scholarship with leadership, research with reform, and vision with action. His career reflects not only professional accomplishment but also an abiding commitment to the ideals of justice, academic excellence, ethical leadership, and public service. As Pakistan's legal education landscape continues to evolve, he remains determined to raise the bar rather than merely meet it, inspiring colleagues, mentoring future lawyers, and contributing to the development of a legal education system capable of producing competent professionals, principled leaders, and responsible citizens.
