The Institute of Agro-Industry and Environment, The Islamia University of Bahawalpur in collaboration with the National Disaster Management Authority organised a seminar titled The Sutlej in a Changing Climate: Flood Risk, Water Basin Management, Food Security and AI for a Climate-Resilient Pakistan at the Abbasia Campus. In his address, the Vice-Chancellor of The Islamia University of Bahawalpur, Prof. Dr. Muhammad Kamran, stated that continuous collaboration among universities, government departments, disaster management agencies, and researchers is essential to prepare Pakistan for future climate and water-related emergencies. Presentations were given by Waseem Ahmed Manager Training National Disaster Management Authority, Prof. Dr. Ghulam Hassan Abbasi Director Institute of Agro-Industry and Environment, Dr. Ghulam Gillani Department of Artificial Intelligence, Dr. Moazzam Khan Durrani Department of Anthropology, Sohail Qasim Assistant Manager Technical National Disaster Management Authority, Haseeb Ullah Sheikh, Punjab Irrigation Department and Prof. Naik Akhtar Javed, Pakistan Boy Scouts Association. Registrar Muhammad Shaji-ur-Rehman presided over the inaugural session, which was attended by Director of Media and Public Relations Dr. Shahzad Ahmed Khalid, along with a large number of faculty members and students. The speakers described Pakistan as one of the countries most vulnerable to climate change. They noted that Pakistan is ranked among the world's most water-scarce countries and referred to its reported position as the 14th most water-scarce country. They warned that water scarcity may become more severe during the next 20 years. Melting glaciers, changing monsoon patterns, recurrent floods and growing pressure on food production were identified as immediate national concerns. The presenters agreed that practical solutions must be developed through research, improved planning and cooperation among public institutions. National Disaster Management Authority representatives briefed the participants on plans for risk forecasting, pre-disaster detection and early-warning systems. They also reported that hundreds of potentially suitable sites have been identified for water basins where excess flood water could be stored during the flooding season. Such storage could reduce flood damage while making water available during dry periods. The participants were informed that the National Disaster Management Authority is working with national and international organisations, including universities, to obtain academic advice, gather relevant research and use scientific findings in future disaster-prevention measures. The speakers appreciated the National Disaster Management Authority's work and described the Authority as a source of national pride for its efforts to protect people, infrastructure and livelihoods. انسٹی ٹیوٹ آف ایگرو انڈسٹری اینڈ انوائرمنٹ اسلامیہ یونیورسٹی بہاولپور نے نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی کے اشتراک سے عباسیہ کیمپس میں موسمیاتی تبدیلیوں کے تناظر میں دریائے ستلج کے سیلاب کے خطرے، سیلابی پانی کے استعمال، غذائی تحفظ اور موسمیاتی تبدیلیوں سے نمٹنے کے لیے مصنوعی ذہانت کے کردار کے موضوع پر سیمینار کا انعقاد کیا۔ مہمان خصوصی وائس چانسلر اسلامیہ یونیورسٹی بہاولپور پروفیسر ڈاکٹر محمد کامران نے اپنے خطاب میں کہا کہ مستقبل میں آب و ہوا اور پانی سے متعلق ہنگامی حالات کے لیے پاکستان کو تیار کرنے کی خاطر یونیورسٹیوں، سرکاری محکموں، آفات سے نمٹنے والے اداروں اور محققین کے درمیان مسلسل تعاون بہت ضروری ہے۔ سیمینار میں وسیم احمد منیجر ٹریننگ نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی، محمد شجیع الرحمان رجسٹرار،پروفیسر ڈاکٹر غلام حسن عباسی ڈائریکٹر انسٹی ٹیوٹ آف ایگرو انڈسٹری اینڈ انوائرمنٹ ، ڈاکٹر غلام گیلانی شعبہ مصنوعی ذہانت ، ڈاکٹر معظم خان درانی شعبہ بشریات، سہیل قاسم اسسٹنٹ منیجر ٹیکنیکل نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی ، حسیب اللہ شیخ پنجاب محکمہ آبپاشی سہیل کاظم اور پروفیسر نائک اختر جاوید پاکستان بوائے اسکاؤٹس ایسوسی ایشن نے تفصیلی بریفنگ دیں۔ افتتاحی سیشن کی صدارت محمد شجیع الرحمٰن نے کی اور ڈائریکٹر میڈیا اینڈ پبلک ریلیشنز ڈاکٹر شہزاد احمد خالد، فیکلٹی ممبران ، طلباو طالبات بڑی تعداد میں موجود موجود تھے۔مقررین نے پاکستان کو موسمیاتی تبدیلیوں سے سب سے زیادہ متاثر ہونے والے ممالک میں سے ایک قرار دیا۔ انہوں نے خاص طور پر دریائے ستلج کے حالیہ سیلابوں کی نشاندہی کی کہ پاکستان دنیا کے ان ممالک میں شامل ہے جہاں پانی کی شدید قلت ہے اور اس بات کا ذکر کیا کہ پانی کی قلت کے شکار ممالک کی فہرست میں پاکستان کا 14 واں نمبر ہے۔ انہوں نے خبردار کیا کہ آئندہ 20 سالوں کے دوران پانی کی قلت مزید سنگین ہو سکتی ہے۔ پگھلتے ہوئے گلیشیئرز، مون سون کے بدلتے ہوئے انداز، بار بار آنے والے سیلاب اور غذائی پیداوار پر بڑھتے ہوئے دباؤ کو فوری قومی تشویش کے امور کے طور پر اجاگر کیا گیا۔ شرکاء اس بات پر متفق تھے کہ تحقیق، بہتر منصوبہ بندی اور سرکاری اداروں کے مابین باہمی تعاون کے ذریعے عملی حل تلاش کیے جانے چاہئیں۔نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی کے نمائندوں نے شرکاء کو خطرات کی پیش گوئی، آفت سے قبل نشاندہی اور ابتدائی انتباہی نظام کے منصوبوں کے بارے میں بریفنگ دی۔ انہوں نے یہ بھی بتایا کہ واٹر بیسنز (آبی ذخائر کے مقامات) کے لیے سینکڑوں ممکنہ موزوں مقامات کی نشاندہی کی گئی ہے جہاں سیلاب کے موسم میں اضافی پانی ذخیرہ کیا جا سکے۔ اس طرح کے ذخائر سے سیلاب سے ہونے والے نقصانات کو کم کیا جا سکتا ہے اور خشک سالی کے دوران پانی کی دستیابی کو یقینی بنایا جا سکتا ہے۔شرکاء کو بتایا گیا کہ نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی تعلیمی مشاورت کے حصول، متعلقہ تحقیق کو یکجا کرنے اور مستقبل میں آفات سے بچاؤ کے اقدامات میں سائنسی نتائج کو بروئے کار لانے کے لیے یونیورسٹیوں سمیت قومی اور بین الاقوامی اداروں کے ساتھ مل کر کام کر رہی ہے۔ مقررین نے نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی کے کام کو سراہا اور لوگوں، بنیادی ڈھانچے اور ذرائع معاش کے تحفظ کے لیے اتھارٹی کی کوششوں کو قومی فخر کا باعث قرار دیا۔نظامت کے فرائض ڈاکٹر محمد اشعر ایوب نے انجام دیئے۔
