Ph.D & M.Phil
Regulations regarding award of the degree of the Doctor of Philosophy (Ph.D)
 

These regulations will replace all the previous regulations for the award of the degree of the Doctor of Philosophy (Ph.D).

1. ELIGIBILITY FOR ADMISSION.
i. HEC recognized Master degree or equivalent/sixteen years of education, CGPA 2.75 or 1st Division. However, a candidate having 2nd class master degree or equivalent in the subject with minimum of three years teaching/ professional and research experience in university/ college/ research organization OR a candidate with 2nd class master degree or equivalent in the subject and having qualified G.R.E. test for admission to Ph.D. conducted under HEC/ Ministry of Science and Technology OR a candidate possessing the degree of M.Phil. or MA (Hons') /MS(Hons) may be admitted to Ph.D. by the Advanced Studies and Research Board on the recommendations of the Board of Studies concerned.
ii. A candidate registered in this university for M.Phil/MA (Hons)/MS (Hons) may be recommended for transfer to the Ph.D degree Programme, to the Advanced Studies and Research Board on the basis of passed course work of at least 24 credits with a minimum of CGPA 3.00 (in case of annual system, has passed all courses with minimum of 1st Division). However, a candidate who has completed the course work of M.Phil. may be exempted from the Ph.D. course/s, on the recommendation of the concerned Board of Studies and approved by the Vice-Chancellor, provided that he/she has studied the identical course/s in his M.Phil programme. The credit for the identical Ph.D. course(s) completed by the candidate at an other recognized institution may be transferred to this university, on the recommendation of the concerned Board of Studies and approved by the Vice-Chancellor. He/she will have to pass the remaining course/s (if any) and the comprehensive examination before obtaining the status of ABD.
iii. GRE (Subject) examination with passing score. [In disciplines where this test is not available, test will be developed locally. For admission of new students to Ph.D. as well as for up-gradation/conversion of students already admitted in M.Phil to Ph.D., a Standard GRE (Subject) Test must be qualified ( at least 50% score presently will be increased to 60% after 3 years.)
a) In the subjects listed below, "GRE (Subject) Test" is already available and therefore students must clear the international Test.

1. Biochemistry, Cell and Molecular Biology,
2. Biology
3. Chemistry
4. Computer Science
5. Literature in English
6. Mathematics
7. Physics
8. Psychology

b) In subject where the Subject GRE is not available (Subject is not listed above), the concerned University may develop and organize its own test by including in the Committee at least two experts from outside the University and approved by the HEC as Ph.D. Supervisors or International eminent experts. When such tests are developed by a Testing Service authorized and notified by the HEC, only the tests conducted by them will be considered as valid.
This requirement can be completed at any time before the ABD Status.
iv. Recommendation will be made by the concerned Board of Studies and approval will be given by the Advanced Studies and Research Board.

Note: _ STUDENTS ALREADY ADMITTED.
Those students (a) who have been admitted directly to Ph.D. after 31st May, 2005, or (b) whose admissions have been converted from M.Phil. to Ph.D. after 31st May, 2005, must be clear the GRE (Subject) test before submission of Ph.D. dissertation as defined above with special permission of the Vice chancellor.

1) For candidates who had submitted their dissertation before 1st June, 2005, the old rules being practiced by the University will be followed. However they may avail the maximum time limit provided in these new rules.
2) Dissertation submitted after 31st of May, 2005, must be evaluated by two external Examiners from advanced countries and the condition of Publication of at test one research paper in the refereed journals will be applicable.
3) For all new admissions into M.Phil/Ph.D. after 31st of May, 2005, all the new rules for the award of M.Phil/Ph.D. will be applicable.

2. ADMISSION.
i. Application for admission to the Ph.D Programme may be submitted at anytime during the academic session or within a fortnight of the start of the academic session. These applications shall then be scrutinized by the concerned Chairman/ Head of the Department/Institution and recommended to the Board of Studies in the relevant subject. The schedule indicating commencement of session will be as notified for the purpose.
ii. A Ph.D. student shall be full time student and shall pursue his course work at Bahawalpur. However he may be permitted by his supervisor to do the research work at any other place if required.
iii. No candidate shall undertake any employment during the period of
Ph.D. Programme. This clause however shall not apply to a
teacher or and employee of any research organization.
iv. No student shall without the prior permission of chairman/Head of
the Department/Institute appear in other examination conducted by
any University or Public Body.

3. PLAN OF STUDY.
i. The Ph.D. student will select two areas of specialization in the relevant field.
ii. Two courses of 3 credits each will be studied in one area of his/her specialization, in the first semester.
iii. Similarly, two 3-credit courses be completed in the other area of specialization, in the next semester.
iv. Where Ph.D. level courses in the area of specialization are not being offered, the student will be allowed Directed-Study under the supervision of an expert. The faculty members, under whom the Ph.D. student will undertake Directed Study courses, must be Ph.D. degree holders; and will evaluate the performance of the student in Directed Study courses by giving a grade in each such course.
v. In addition to the above, the Ph.D. student will require to take the following two courses of 3-credit hours each and one non-credit course in which the student must pass.
a) Advanced Statistical Analysis/Hypothetical Testing/Research Methodology.
b) Dissertation Writing including Ph.D. Proposal Writing.
c) Non-credit compulsory course of 'Philosophy/Sociology.

4. COMPREHENSIVE EXAMINATION.
i. Once the student has successfully perused the above course work, he/she would take Ph.D. Comprehensive, written and oral, Examination. [The comprehensive examination will be a test to demonstrate the doctoral level mastery in the Specializations offered by the student. Questions may be included therein to test the overall grasp of the relevant field achieved by the student].
ii. To be declared successful, the student must pass the written and oral parts of the comprehensive examination. Students must obtain a GPA of 2.75 in each individual course at the Ph.D level. He must have CGPA 3.00 in the written portion.

5. AWARD OF M.PHIL DEGREE.
When a Ph.D. candidate obtains CGPA 2.0 to 3.00 in the course work or fails to pass the comprehensive examination or he/she decides not to pursue for the degree of Ph.D. will undertake a thesis of 6 -credit hours and will be awarded the degree of M.Phil after successful evaluation of the thesis and viva-voce exam.

6. APPOINTMENT OF SUPERVISOR:
i. The Advanced Studies and Research Board shall appoint a supervisor from this university or if unavoidable, from another university where needed, on the recommendation of Board of Studies concerned. A supervisor must himself be a Ph.D., a recognized scholar in the relevant subject not having more than eight students under his/her supervision (The number of candidates may be increased, under special circumstances, by the Vice-Chancellor).
ii. There should be at least three Ph.D. faculty members in a department to launch a Ph.D. Programme. However, in extraordinary cases, even one Ph.D. teacher could start a Ph.D Programme if justified properly.
In case of the subject in which a Ph.D or a recognized scholar is not available in the department/university, a supervisor having the required qualification in the relevant field may be appointed from any other organization/department. University may appoint a co-supervisor from other university/organization if required for that special field of research. If the supervisor not be available under special circumstances to guide the student, the Advanced Studies and Research Board may appoint a co-supervisor for the student.

7. The ABD Status
i. Once the student has completed the above requirements, including GRE (subject) examination, he/she will be "Admitted to be a Candidate for the Ph.D. Degree". The University would certify this status by issuing the certificate of ABD-"All But Dissertation," if so required by the student.
ii. The University will have the discretion to award the degree of M.Phil to any Ph.D student who, having achieved the ABD Status, has failed in the final defence of his dissertation.

8. Dissertation:
i. The student after ABD status, will approach/request a faculty member, who himself is possessing Ph.D. degree from a recognized university, to get his consent to act as supervisor.
ii. The Ph.D. student would submit the formal dissertation proposal, evaluated and recommended by the concerned Board of Studies and finally approved by the Advanced Studies & Research Board.
iii. Once the Ph.D dissertation proposal is approved, the student will complete his/her research work and will write his/her Ph.D. dissertation.
iv. The candidate shall be eligible to submit his dissertation after completing at least three academic years from the date of admission provided that he/she has acceptance/publication of at least one research paper in refereed journal of national or international repute.
v. The maximum period of completing all requirements of the Ph.D. programme including submission of the final copy of dissertation will be eight years after the date of admission in any case.
vi. Every candidate shall submit to the Controller of Examination five error free copies of Ph.D dissertation along with completion certificate from the supervisor concerned as well as the original bank challan of Examination fee.
vii. The entire dissertation typed with a margin of five centimeter quarto size good quality white paper, must be pound in black cloth/binding with uncut edges bearing the title of the dissertation, full name of the author, and year of submission inscribed in gold colour.

9. Evaluation and Defence of the Ph.D. Dissertation
i. Upon the approval of the Ph.D. Dissertation in principle, by the Supervisor of the Ph.D. student, the same will be sent to 2 international experts for evaluation, from a panel of at least ten experts from abroad, recommended by the concerned Board of Studies with consultation to the supervisor and approved by the Advanced Studies & Research Board. The Vice-Chancellor will select any two experts from the panel.
ii. If both of the international experts find that the dissertation is wholly in-adequate, they may recommend that it be rejected without any further examination.
iii. If the dissertation, though inadequate, is of sufficient merit in the opinion of the two international experts, they may recommend to the Advanced Studies and Research Board to permit the candidate to resubmit the dissertation in a revised form within a period of one year. Provided that in case of difference of opinion amongst the international experts, the dissertation shall be referred to a third expert, whose appointment shall be made by the Vice-Chancellor from the existing panel. If a candidate fails to obtain a recommendation in his favour from the third expert his dissertation shall finally be rejected for the Ph.D. or may recommended for the award of the degree of M.Phil.
iv. Upon the international expert's approval of the Ph.D Dissertation, the final stage of defending the Dissertation will be set in motion.
v. The Vice-Chancellor shall appoint three examiners including the supervisor (internal examiner), from a panel of at least three examiners, recommended by the concerned Board of Studies, to attend the defence of the dissertation.
vi. Upon receipt of the international expert's approval of the Dissertation, a public notice will be printed in a local newspaper, announcing the date, time and place of the public defence of the Dissertation.
vii. During the public defence, in which the faculty of the University will be invited, any member attending the occasion will be free to ask a question on the Dissertation topic, its research methodology or on the conclusions arrived. The student will be required to give satisfactory answers to questions asked.
viii. If the majority of the examiners are of the view that the student has successfully defended his/her Dissertation, the student will be recommended for the grant of the Ph.D. Degree to the Advanced Studies and Research Board.
ix. After considering the report of experts and the report of public defence examination, the Advanced Studies and Research Board shall make recommendation to the Syndicate for the award of the Ph.D. degree.
x. The Registrar shall maintain Register of Ph.D candidates and shall assign a registration number to each candidate at the time of admission on payment of Rs.2500/= in case of local and Rs.5000/= in case of foreign student. Each candidate shall also pay Rs.15000/= in case of local and Rs.50000/= in case of foreign student as examination fee or such other fee as may be prescribed/revised from time to time.
The University may decide from time to time, the amount of tuition fee pay able by the student. However the University may subsidize the Ph.D students by any %tage of the total fee of the Program from its own resources or from grants/ student support received from HEC.

xi. A student registered for the Ph.D Programme shall be called Ph.D scholar.
xii. In case the chairperson of a Department/ Head of a Department/ Director of Institute is himself/herself a candidate for Ph.D degree, the function and power assigned to the chairman of department /Head of a department/ Director of an Institute under the regulation for the award of Ph.D degree shall be exercised by the Dean of Faculty concerned and he may, where necessary, act as the expert of a Board of Studies concerned.
xiii. A candidate may at least one year before the submission of dissertation modify the subject and title of his research with the approval of the Board of Studies and Advanced Studies & Research Board on submitting an application recommended by the supervisor of research. Provided that this modification is within the scope of synopsis of the original research proposal."

 

REGULATIONS RELATION TO M.PHIL DEGREE.
  1-GENERAL:

* 1. M. Phil degree shall be conferred upon students who, after having passed a M.A./M.Sc. examination of this University or any other examination recognized by this university as equivalent to these degrees and having been admitted in accordance with the Regulations of admission, that may be framed from time to time and notified by the University.
* a) Successfully complete an advance course of study and research of a duration of two academic years. A candidate shall take course work carrying 400 marks which shall normally be completed at the end of first nine months of the first academic year.

b) Pass the course work examination.
c) Successfully complete, a research thesis, which shall normally be completed at the end of the second academic year, and pass the viva-voce examination.

* d) Obtain a minimum of 50% Marks in each paper as well as a minimum of 50% marks in thesis & viva-voce examination.

* 2. Each academic year, normally beginning in October, shall be of twelve month's duration eight months for teaching etc; and the remaining four months for preparation of examinations etc.
* 3. The examination of theory/practical papers as well as thesis will be held on the dates announced by the Controller of Examinations in consultation with the Chairman of the Department concerned and approval of the Vice-Chancellor.
4. A student shall be evaluated in each paper on the basis of periodical test (s) & assignment(s) during the course work and the course work Examination to be held at its completion. Each paper shall carry 100 marks of which 25% Shall be reserved for class test(s) & assignment (s) etc and 75% course work examination.

5. In second year the research Supervisor shall submit two progress reports (first at the end of third month and the second at the end of six month of the second academic year). If both the thesis reports are un-satisfactory, the student shall cease to be on the roll of the University and the student would be intimated accordingly.

II-ADMISSION, REGULATION OF COURSES:
6. A person holding an M.A./M.Sc. degree of this University or a degree recognized by this University as equivalent to these degrees shall be eligible for admission to M. Phil Programme if he;

i) Produces a certificates of good conduct/character from the (a) employer, if employed, (b) the head of the institution last attended.
ii) Has obtained at least 2nd division in M.A./M.Sc. in the relevant subject.
iii) Any person who has been rusticated or expelled by any University or \College for misconduct or for use of unfairmeans in the examination or any offence involving moral turpitude shall not be eligible for admission.

7. Each candidate for admission in M.Phil shall make an application for admission in response to advertisement by the University on a prescribed form.

* 8. Each student shall be admitted on the basis of accumulative merit to be determined from previous academic record, written test and interview. Pass marks in the test as well as interview will be 50% in each case and passing in the test and interview separately will be compulsory. The allocation of marks for determining merit shall be as follows;-
Academic record: 60 marks
Admission test: 30 marks
Interview: 10 marks

9. Each admission shall be approved by the Advanced studies & Research Board on the recommendations of the Board of Studies concerned after a candidate has qualified in written test and interview conducted by the Admission committee of the Department concerned.

10. The Admission committee for each department shall be constituted
Dean of the Faculty concerned on the recommendations of the Chairman of the Department.

III-ORGANIZATION OF TEACHING:

* 11. Teaching for M. Phil Programme shall be conducted in the University departments or the constituent Colleges/ Institutes through lectures, tutorials, discussions, seminars, field work, practicals and other methods of instructions as approved by the Academic Council and the Syndicate.

12. Teaching in each department shall be conducted by the University teachers or by such other persons who may be allowed by the vice-chancellor to teach.

IV-ATTENDANCE:

13. Students shall be required to attend regularly all lectures, seminar sessions, field work, laboratory work, etc.; as may be required. They shall be required to attend at least 75% of such meetings and sessions in each paper separately, in order to be eligible for appearing in the course Work Examination.

V-RESEARCH THESIS AND APPOINTMENT OF SUPERVISOR:

14. After successfully completing the course work in accordance with provision of Regulation 1(d) each student shall work under the supervision of a teacher appointed for the purpose by the Advance Studies & Research Board on the recommendations of the respective Board of Studies.

*15. A Supervisor appointed for the M. Phil Degree must hold a Doctorate or M. Phil degree with teaching/ research experience of two or four years respectively, unless otherwise permitted by the Vice Chancellor on the recommendations of the Advanced Studies & Research Board.

16. The research problem offered to each student shall be approved by the Advanced Studies & Research Board on the recommendation of the Board of Studies concerned and may be assigned to him be the Supervisor within 30 days of the completing of the Course work of the Successful candidate.

*17. Each student shall submit four typed written copies of his thesis along with a letter of approval of by the Supervisor to the Controller of the Examinations in the library of the concerned Department and one copy in the Central Library of the University.

18. In case a student fails to submit his theses within fifteen days after expiry of the specified period of the registration, the Vice-Chancellor may allow him extension for six months on the recommendations of the Supervisor duly endorsed by the Chairman. Extension for another six months may in rare cases be allowed by the Advanced Studies & Research Board provided the Supervisor justifies the extension to the satisfaction of the Vice-Chancellor and the Board by indicating in writing the circumstances which led to non-completion of the thesis within 2½years. No extension beyond three years shall be granted. However, after the said period, he may apply for admission to the M.Phil. program, if the course work has already been qualified, for submission of thesis only.
* 19. A candidate, who is granted the benefit of Regulation 18, Shall be allowed to submit his thesis and appear in the viva-voce examination within the extended period. He shall pay such charges for use of facilities of the University which may be prescribed by the Syndicate from time to time.

* 20. During the M.Phil programme there shall be two examinations viz course work examination and viva-voce examination. The course work examination in each paper and viva-voce examination of thesis will normally be held, on such dates as may be fixed by the Controller of Examinations with the approval of the Vice-Chancellor.

* 21. A student shall be allowed to appear in the course work examination provided that he submits an examination Admission Form, duly signed by the Chairman of the Department/Director of the Institute/Principal of the college.

* 22. The Viva-voce Examination of the thesis shall be open to a candidate who produces the following certificates at the time of submission of his thesis from his research Supervisor and Director of the Institute/Chairman of the Department/Principal of the College.

a) Of having been on the rolls of a teaching department/Institute/college of the university as a regular student for the prescribed period or was allowed necessary extension.

b) Of having satisfactory carried out research work on the approved research problem throughout the specified period under the guidance of the Supervisor.

c) Of having cleared all dues of the University and has paid, in full, the prescribed examination fee.

d) Of having compiled and presented his research work on a topic approved by the Advanced Studies & Research Board in the form as prescribed by the Institute/Department/College.

e) Of having good character and conduct provided that the Syndicate or any other determining authority shall have the power to exclude any candidate from the examination, if it is satisfied that such candidate is not a fit person to be admitted thereto.

23. A student who has completed the requirements stated in Regulations 22 shall submit an application on a prescribed from to the Controller of Examinations for admission to the Viva-Voce Examination of M.Phil.

* 24. i) The theses shall be examined / evaluated by;

(a). two external examiners to be appointed
by the Vice-Chancellor from amongst a panel of at least
six examiners recommended by the concerned Board
of Studies and approved by the Advanced Studies &
Research Board.

b) Research Supervisor (internal).

ii) On receipt of satisfactory reports from the external and internal examiners, the candidate shall have to, appear before the Board of Examiners (comprising one of the external examiners to be nominated by the Vice-Chancellor and the internal examiner) for the assessment of his theses and viva-voce examination in Bahawalpur. The Board of Examiners shall either accept or defer for re-submission or reject the thesis.
iii) If the external examiners find that the thesis is wholly inadequate, they may recommend that it be rejected without any further test.
iv) If the thesis, though inadequate is of sufficient merit in the opinion of the external examiners, they may recommend its re-submission in a revised form.
v) In case of difference of opinion another external examiner different from the previous examiners shall be appointed by the Vice-Chancellor from amongst a panel of examiners already recommend. This examiner shall re-examine the candidate and his evaluation will be final.

VII-ENROLMENT AND DROPPING OUT:

25. The total period of enrolment/registration in the Institute/Department for the M.Phil programme, shall not exceed two academic years.
Provided that the Syndicate may allow a break not exceeding one year at any time after the successful completion of the course work to a candidate, who is unable to continue for valid reasons, on his request, duly recommended by the Supervisor and Chairman/Director/Principal of the Department/institute/College provided further such break will be allowed only once during the period of registration of a candidate and such a candidate shall complete his M.Phil programme within three academic years. Moreover, while granting him extension the period of break will be subtracted from the permissible extension period. Upon re-entry such a candidate will complete his remaining M.Phil Programme in accordance with the rules and regulations prevalent at the time of his re-admission.

26. The name of a regular student of first/second academic year class of M.Phil programme shall be dropped from the rolls of the University, if,

a) he/she does not fulfil the attendance/requirement as prescribed in Regulation 13.
b) He/she becomes a defaulter in the payment of dues with the prescribed time.
c) He/she absents himself/herself from the course work classes for a period of consecutive three weeds. Provided that the cause of absence is explained to the satisfaction of the Chairman of the Department/Director of the Institute/Principal concerned such a student may be re-admitted within ten days after his/her name is dropped from the rolls, on the payment of prescribed fee.

* 27. A student shall cease to be on rolls of the University at the completion of the course work, if he fails in more than one papers. Provided further that a student who fails in one paper shall be placed on probation. Such candidates may start their research work and shall be required to complete their course work by reappearing in the paper in which they have failed, in the special course work examination which shall be given to them after three months of the declaration of the course work examination result. If they fail again, then they will cease to be on the rolls of the University.

28. A student shall cease to be a regular student as soon as his period of registration of two academic years expires. Provided that he would remain under the discipline of the University till the completion of his viva-voce examination.

III-SETTING OF WARTTEN QUESTION PAPERS AND MARKING OF ANSWER BOOKS.

29. The concerned teacher of a paper shall give as many periodical
test(s), assignment(s) as he deems fit during the period the paper is taught. At the end of the course work examination he shall forward the award to the Controller of Examinations through the Chairman of the Department.

30. Each written question paper will be set in such a manner that 25% choice in the number of questions to be attempted is provided to the candidates. Provided that where a part of a question paper is of objective type, the condition of choice will not be applicable in case of the said pat.

31. For setting a written question paper, there shall be one External Examiner. The External Examiner shall be appointed the vice-Chancellor from amongst a panel of examiners recommended by the concerned Board of Studies.
32. Each answer book each paper, will be marked by the External Examiner and the Internal Examiner. The answer books, in the first instance, shall sent to the External Examiner, who shall independently mark the answer books and also enter, on the title page, marks awarded for each question. In case of the difference, if any, upto 10 percent of the maximum marks of the paper, awarded by the external and internal examiners, the Internal Examiners shall finalize the award by

Working out the average of the total marks awarded by the two examiners and enter the average on the title page of the answer books as well as in the award list.

33. Each successful candidate shall be awarded the degree of Master of Philosophy.

*GRADING,

*34. The candidate who qualify the course work and the viva-voce examination in accordance with the prescribed Regulations by securing 65% marks or more shall be placed in the first class and those securing less than 65% shall be placed in the second class.


X-TUITION FEE AND OTHER FEEES/DUES.

* 35. As may be approved by the Syndicate and notified
by the University from time to time.

The Advanced Studies & Research Board considered the proposed amendments/ additions in the Statutes and Regulations recommended to M.Phil Degree. After detailed discussion, it was recommended to the respective Authorities that the proposed amendments be approved after making the following changes therein:-

1 (a) Successfully complete an advance course of study and research of a duration of two academic years. A candidate shall take completed his course in the first academic year.
9. Each admission shall be approved by the Board of Studies of the concerned department on the recommendations of the Admission Committee after a candidate has qualified in a written test and interview conducted by the Admission Committee of the Department concerned.

V-RESEARCH THESES AND APPOINTMENT OF SUPERVISOR:

14. After successfully completing the course work in accordance with the provision of Regulation 1 (d) each student shall work under the supervision of a teacher appointment for the purpose by the Board of Studies concerned of the department.

15. A supervisor appointed for the M.Phil Degree must hold a Doctorate unless otherwise permitted by the Vice-Chancellor on the recommendations of the Board of Studies of the concerned department.

18.In case a student fails to submit his thesis within three years from his date of admission the Vice-Chancellor may allow him an extension for one year on the recommendations of the Supervisor duly endorsed by the Chairman. No extension beyond four years shall be granted.
24. (i) the thesis shall be examined/evaluated by: a) Two external examiners (for thesis evaluation) to be appointed by the Vice-Chancellor from amongst a panel of at least six examiners recommended by the concerned Board of Studies. One external examiner (preferably from amongst the above two) will be invited for Viva-voce examination.
b) Research Supervisor/s (Internal/s)

Note: Admission to M.Phil. Programs.
i. A test equivalent to GRE (General) is to be taken by all students for admission into M.Phil./equivalent degrees. The Test will be organized by the HEC through a testing service such as NTS. Such test will be developed separately of following categories: 1) Social Sciences. 2) Engineering, Mathematics, Physics, Computer, Economics, Commerce, Accountancy and Business Management, 3) Medicines & Veterinary Sciences, 4) Agriculture, 5) Life Science.
ii. All students seeking admission in M.Phil. after 30th September, 2006 should pass this test before submission of his final thesis.
iii. For students admitted in M.Phil. the admission tests conducted up till 30th may 2006 by the University will be acceptable.
iv. The candidates have to deposit full fee per year in the first three years and half fee for the fourth year Students who will submit their thesis in two years will have to pay for two years only.
